De ACTA staat voor Anti-Counterfeiting Trade Agreement en is een internationaal handelsverdrag in wording. Er is veel weerstand tegen de ACTA omdat volgens velen het verdrag enorme schade zou kunnen berokkenen mbt de privacy en de vrijheid van meningsuiting op internet. Door druk vanuit Europa ontstaat in Brussel steeds meer rumoer over de ACTA omdat het ook vergaande maatregelen betreft voor de bestrijding van digitale piraterij. Het zogenaamde 'three strikes policy' stuit op weerstand (drie keer betrapt worden op illegaal downloaden resulteerd in afsluiting van het internet).
