Neither is Skype to Skype Mobile. You have to pay for that. Only from computer to computer it’s free- it doesn’t apply to mobile to mobile devices. Go online to Skype and check it out. You will see the pay as you go plan and the pro rated yearly plans for mobile to mobile use.
Skype to Skype is free, Skype to landline isn’t.

NO, it doesn’ t use GSM so, it doesn’t go through your carrier. But, you will have to pay for Skype service as it’s not free. Free Skype to Skype calls but not free service as it is a monthly fee.
